No, this sounds like something on NintendoDaniel's side. 
Uh... it sounds like someone went on your computer and restricted downloading (whether just on scratch.mit.edu or more, I don't know). Maybe you could try asking a parent if they did anything?

but if this does'nt work then contact the scratch team and ask them what happend to contact them use the contact us button at the bottom of every page hope this helps

Do you mind telling that to the Scratch team? Never done it before ever! It`s ok, I don`t think I should bother about it anyway.

Yeah, that sounds like whoever set up your computer (has admin powers) has decided to limit downloads. You should talk to them and explain that you need to download Scratch in order to make projects. Good luck
