Music Dilema-Is this Legal?

I have a question for the Scratch Team (actually, several) : how do people upload music onto scratch and use songs in their projects? Do they download data from a CD and upload the songs? If so, do they have to pay for exporting the song and using it online freely? If there's another reason for why people 'own' songs, what is it? Is there some kind of music base at scratch that some people found?

I'm really sorry for bothering you just to answer some questions, but my family and I think this is an urgently important subject to consider. I just wanna know about this so that i can know the right thing to do on scratch in the future.

No, we don't have to pay for exporting songs (as far as I know. There may be programs where you do, but Scratch doesn't ask for billing info or anything so it's not really a problem).

Scratch is protected under what is called "Fair Use." That means that since Scratch is an educational website, we are allowed to use copy-righted material such as songs. Most people give credit in the notes about the songs, sound effects, and/or sprites/backgrounds they used in the project.
