That's Decamark. He's an actual Pokémon programmed in by the developers. I'll even read to you his Pokédex entry:
"This is a newly discovered Pokémon. It is currently under investigation. No detailed information is available at this time."
The reason you got him is because you don't have any Pokémon. The game just filled in the blanks with it.
