that is your LAN IP. nobody can connect to it but you or people connected to your router.

Setting up a minecraft server is complicated (almost like a website). I won't explain all the steps here because I'm on my 3DS.
Or you can get Hamachi?

Just type in the IP
So, if you're connected to the network mewserver_ then you type in 5.102.122.121
