To make a game you first have to download Scratch from the Scratch homepage. Then you can use Scratch to create games. The Scratch Wiki is a good resource on how to create games.

I suggest you download some games or use experimental viewer to look at the scripts. It's probably easiest (though I didn't do this) to download and remix some games, but after that, try to make your own.

To make a game on scratch, basically, you have to make the project on scratch respond to something you do either with the mouse and/or on the keyboard. Ways to involve the person interaction involve blocks such as <when[ ]key pressed> <key[ ]pressed?> <mouse down?> <when[ ]clicked> Everything else is up to you!

To make your own game, you need to learn how to use the scratch program. The Scratch Cards can teach you how to do some basic things. This is how I learned when I was starting out. To learn what each specific block does, right click on the block and choose help. These will teach you what the block does and give an example of its use.
