Would you rather scrath be filled with spam, then have to be closed down for several days for cleaning? If the 60 second rule is going to change, the 180 probably will

Just wait for the 60 seconds. If you think you're wasting your time in between posts, then stop posting. Or go on another tab. Or study or something. Your can multitasking and there are ways around this.
Don't keep fighting against the 60 second rule.
You'll end up having to post here more, and having to wait longer in between posts in other places because you waited 60 seconds here. By making this, you're just going the other way you wanted go in. And don't tl;dr this. Read this post again if your still getting the SSR.

I think they do it in some areas actually... like giving the Scratch Team a good place to post announcements, allow people to get answers to questions, organize collaborations, and more...

Yes, I'd say they serve their intended purposes just fine! Even Miscellaneous - it' protects the other forums from non-Scratch related posts and gives people a place to discuss a wide variety of topics. Seems to be working very well
I think pretty much everything has been said about the 60 second rule that needs to be said. I don't see it going away any time soon - sorry. I'm going to close this now...if anybody has any new points to make, feel free to request that it be reopened.
