Look at the scrolling tutorial that comes with Scratch.

It seems a lot of people have asked for help making scrolling games. So much, in fact, that they wrote an entire article on it in the Scratch wiki, and then made another one just for good measure. Why don't you check out those or the example project scratcher7_13 mentioned?
