I'm sorry but I still can't figure out what the problem is here. What is wrong with the project that you have linked to? What is the glitch?

Okay, I just ran a few tests of my own...here is what I found. If you delete a project, and then post that same project with the same name the updated version will show up in your My Stuff area, after you reload the web page (F5 for my browser). However, you are correct, it does NOT go to the top of the New Projects list. Instead, it goes to whatever place in the New Projects list your original project was located in and replaces what was there with the new version. If you posted the project a long time ago, you will have a very hard time finding your update in the New Projects list.
This is different from the way the New Projects used to work. I am not sure if it is a bug or if the Scratch Team designed it to work this way, maybe to keep people from spamming the New Projects list. I will ask them.

Where did you get 5 days? How does that figure in?
And I am unclear how this behavior affects Top Viewed - I have no knowledge and have not run any tests.
