New sound card? Before you do that, why don't you check in your Accessories programs (assuming this is not a Mac) and see if you have an application called Sound Recorder. If you have that, you can test your mics outside of Scratch and see if they work.

Or just click "run...", type "sndrec32" and hit enter.
I also recommend double clicking the "sound" icon (a speaker) and check if your sound Input device is set to "Microphone" - make sure you plug in your mic right.

Does the mic work on any programs besides scratch? if it only doesn't work on scratch, you might be able to use a program like Audacity to record your voice and then import it.

Then you might be able to get another program like Audacity, which I said earlier (don't worry, it's free) and then use that to record your voice. Then you can save it as .mp3 or .wav and open it in scratch.
I still don't know why your mics won't work in scratch.

Make sure your microphone works, then press the record button (the big red one next to the play button) and record. Then go to File and export it.
