if you have a mic, after you record you should be able to add a little echo or make your voice sound like a robot etc.

I'd agree with this. The Scratch recorder is already really low quality, so to try and add extra effects to it would probably be even worse. Scratch is more about programming than sounds, but Audacity is specifically for sound creating, editing, etc. You could use whatever effects you want in that, then import it into Scratch.

Audacity would be my choice too... but I agree that Scratch needs more image and sound manipulation blocks such as
set saturation to []
and
Change pitch of [] by []
and
Reverse sound []
