I don't think you can make an automatic one, the only way to do it is to make two images (an online and an offline dot) and manually switch between them each time you log on or log off.
I know what you're thinking! "Neptune! Get rid of those filthy advertisements and give us back the Zarathustra siggy, you horrible person!" Well, don't worry about it, the Zara siggy will be back soon, new and improved! ^^ Meanwhile, just do what the sig tells you to. >.>Offline

You can use Sparks' API http://scratch.mit.edu/forums/viewtopic.php?id=69113
to do the online/offline thing put the following code in your sig

Replacing the text 'USERNANEHERE' with your username.
