ScratchKarma promotes helpfulness and behaviour on scratch. We provide love-its requests ect. for the use of points.
Points can be earned by behaviour and helpfulness around the scratch website. For example, lets have two scenarios. Let's see what happens.

So, are the Community Moderators supposed to check EVERY project for bad/good comments and take/award points for everyone who posts a non-neutral comment? I'm going to go out on a limb here and say that that would be a teensy weensy bit hard for the team of moderators

In this case it is because it's separate from the Scratch website... if it was built into the Scratch website system, though, that's would probably be another story.
A karma system has been on the Scratch Team's mind for a while, but there's a lot of issues to think about when designing one (there's a thread about this in Suggestions). I probably wouldn't design it for getting love-its or requests, though - if it was me, I would design it so negative karma means not being able to post in Miscellaneous, or having your project ineligible for the front page, or increasing the posting time limit.

well that makes sense, but then it should be 'HawkEyes - We're watching you...'
I'll try adding that, but it would be hard to control peoples account.
