If you want to upload files that others can read and download you should get dropbox. It's a folder in your computer which you can link to several other computers. There's a folder in there called Public. Anything you drop in there can then be sent to and seen by anyone with the link, just right click on a file in your public folder and then select dropbox >> copy public link. Then paste that. Others won't be able to edit the files though.

If I understand your question correctly, there is an easy way to upload text files. Make a project that contains a list. Put your text in the list. A list can be saved to your disk drive, as a text file.( or anyone elses drive. all they need is your project.

It's really good too -- you can update the file and it will have the same URL.
