It depends on what you're looking for. If you're looking for something free, Paint.net is a great bitmap graphics editor for Windows. GIMP is a similar, but more powerful and slightly more difficult editor for Windows, Linux and Mac OS X. (It's mainly a bitmap editor, but I believe it has vector support.)

You can also try looking at more professional editors, like Adobe Fireworks, which is a vector/bitmap editor. I believe several people on Scratch use Fireworks, in fact.

Here's a good example of a Fireworks user: RHY. He makes all his own graphics.

I use Gimp, personally, but that's because I like image effects, and free software.
