1. Celebrate,Cuz I Have A New Dell PC!!!
I Accidently Spilt Juice On My Other Compaq And It's NOT WORKING!!!
2.I Like To Tell Somthing.

I'm a little confused on your second point, partially because I can't see the image you're talking about. I'm guessing you're talking about reporting spam or something along those lines, but I'm not sure. hmm

As per your question, no, images you post cannot be files stored locally on your computer. You'll need to upload it to a hosting site like Imgur first and use the link to the image provided by the hosting site. (Make sure you get the right link too - it needs to be in the format path/filename.fileExtension for it to work with the img tag.)
