You should use the scratch paint editor... it produces best graphics for scratch.
Zoom out when drawing so that it shows the actual size of the sprite you are drawing.

It gets "blurry" because the resolution is too low and enlarging it causes the individuals to be more pixelated. Also, if you're importing from a sprite sheet, make sure to cut out the sprite in another image editor and crop away the edges. Otherwise, when you import it into Scratch, it gets downscaled to 480 x 360, resulting in that "blurry" appearance when you try to enlarge it.

Make the sprite larger in a different program that has a higher resolution than scratch, then if you haven't edited the pixels on the edge of it, edit them in the scratch paint editor so that it fits with the rest of the project

Just draw your own for best results so it won't be blurry. It doesn't matter if it looks "bad". It only matters if YOU like it
