I used to collect random pics and stuff to put in my sig. If you want to design your own you could use GIMP (Free) or Photoshop (Costs a bit of money). On an Apple if you want to make simple edits to your pics (cropping, merging pics, resizing) you can use Preview. Photobucket requires an account but it has a good online photo editing software.

I used scratch, then paint, then imgur (image hosting), then scratch forums (to display)

GIMP is amazing

Paint.NET is easier to use with most of the features

Microsoft paint is the worst paint editor in history...

All of the above are free and with GIMP you practically don't need Photoshop...

paint.net: Add in a cool effect, and add transparency
A webhost: To host the image
Scratch forums: To display the image.
