Then on the parental permission call, they'd find out you aren't 14 and give the position to whoever was the first person out of a spot.

(Oh yeah, I think someone mentioned once that part of the reason for choosing 14 as the age limit was due to some U.S. laws about kids and such... so unless that's changed too?)

They lowered it to 13 for the sake of increasing the candidate pool.
Regarding the age limit: There are still some concerns to be addressed, as some parents might not be comfortable with younger moderators (I've seen at least one active parent on the site who expressed concern over the idea of those younger than 16 being moderators back when the 14 year age limit was implemented); the age thing might still be up in the air...
On a tangent note to this, you will still need your parent's consent (The Scratch Team usually talks to your parents directly by phone or Skype as confirmation), so I would suggest that you have it before applying to be a moderator (you never know if your parents might object to you holding a volunteer moderator position).

wow. the guidelines are really lame. its just a site you dont really do anything special as a mod (do you???) except help people. its not like you need parental permission to help others.

There's a lot more to moderation than "helping people." It's rather demanding and requires the ability to make decisions regarding what to do with a thread in certain situations. More importantly, mods have to deal with some issues that younger kids really shouldn't have to see. See Cheddargirl's post on the issue, because she explains it much better.
