People like to take other people's story projects and build off more stories on them. I suppose you can contact the Scratch Team about it, but I'm not sure if what your friend is doing is considered wrong.

No he is COPYING (sorry I tried to get that italicized) my idea and characters. Really I saw the project he made.

No no, you're misunderstanding me - cloned projects (projects that are exact copies of the original project) are removed, but people can use characters and storylines made by others.
For example, say user1 makes a character named "Jake" and creates a story series about Jake's adventures in hamburger restaurant. Then let's say User2 sees this and decides to make more animation projects about Jake in the hamburger restaurant. The idea behind Jake and his adventures in the hamburger restaurant belong to User 1, but there's nothing wrong with User2 using that same idea to creating projects about Jake in the hamburger restaurant.

Oh okay. Sorry about the fuss I made and sorry Nodog. But can you tell him to name his project something else? Like the project name, he can have like a different cookie and elf. can you tell him to name his project something else though?

Unless the project is an inappropriate name, you can't really force someone to change a project name just because you may not necessarily like it.
