There are regular elections that the community votes in (Held whenever the ST believes it's time for some more mods, I think) where anyone 14 or older can run to be elected as a new moderator.

Actually, I believe it's every three months. If It's not, then four.

This article pretty much sums up the roles and requirements to become a community moderator.

Actually, they just announced that elections are coming up very soon and the age has been lowered to 13! See this thread for more!
