My time zone in my profile says "-05 EST". This is wrong. So I changed it to "GMT" which is the correct TZ for my location. However, every time I click submit, it changes straight back to "-05 EST". I was also wondering how to change the displayed country. My country appears as "Ireland" however this is incorrect (long story). I live in Northern Ireland, which comes under United Kingdom. I am confused as to where I can successfully change these settings. Any help would be greatly appreciated. Thank you in advance.

The time zone problem is a glitch with the Scratch forums that has been known for quite a while and is the same for everyone. It may be fixed eventually, but I'm not getting my hopes up. It's not a big deal, so we just kind of deal with it.
As for your second question, that's another thing that hasn't been fixed. Once you set your location when you set up your account, you can't change it. It's just one of those weird unexplained errors.

Due to a glitch, everyone's time settings are automatically set to the same time setting as Massachusetts (where the MIT lab is located); so unfortunately, you won't be able to change it. Sorry. ^^;
You can read more about the glitch here. In the meantime, try to think of the glitchy timezone as 'Scratch Time".
