i think that there should be a scratch app so you can make projects and upload them on the move!

Sorry, but the answer is no.
They don't support Java, Squeak, or other neccessary things. There was a suggestion for Xbox, but... how are you supposed to program? Or was it for playing? It wasn't very clear, but still.

Overall, this is a fairly simple matter: If you're curious, check if your gadget has the neccessary features. If you're not sure, you can check with your parents, the manual (somewhere abandoned on your bookshelf, covered with dust), or a friend.
