There have been cases where some people get blocked for abusing the report/flag functions, although this is in terms where they're mass reporting things that aren't really inappropriate on purpose.

But most moderators or admins probably would not take too kindly to it; report spam would just make it harder to sort through reports that do need to be processed. Whatever actions that would be taken up against the spammer, that's really up to the the Scratch Team to decide based on the severity of the action.
