The Terms of Service were written for you to read so you don’t break the law. They weren’t written for you to lazily ignore, and obliviously brake the law.

NetScratch is made by the scratch team. First mod ever. Email the scratch team i have a mod I am making that has that same type of thing and they let me. Amos (from the scratch team) said that as long as no one would think the Scratch Team in any way endorses your mod it should be fine. Still ask though.

I have a (once removed) cousin who’s in jail, does that mean that it’s okay for me to break the law? NO!!
This was something you were supposed to learn in kindergarden. Just because other people do it, doesn’t mean you have to.
It works the same way with excuses for breaking the TOU.

I think my mod is approved! At least, that's what I think. I was looking at the list of Scratch modifications on the Scratch Wiki, and mine was on there.

I'm not exactly sure that having a mod's name on the Scratch wiki is a state of approval. The wiki is an information portal updated by lots of people and so your mod should have been listed on creation. However, you still need to look into renaming your mod for it to adhere to the TOS.
