Ok, just to clarify... For New Scratchers:
[img] aren't allowed to stop commercial spamming and inappropriate stuff.
[url]aren't allowed to stop SEO, commercial spamming and inappropriate links.
The 360 second rule is to stop spambots
But tell me... why aren't New Scratchers not allowed to have a signature? Wouldn't it be ok as long as they weren't allowed to have links or images, just text only?

Yea... I guess (sorry I got lost). Yea but why 360 seconds? Scratch team members can check members from time to time and check the spam bots if there are any. And there should be a signature for new Scratchers, I agree with jj7skyline.

The 360 rule is pretty neccesary, imagine - a spambot could make a million inappropriate/commercial topics before the ST or the mods find out and a billion more while they try to block it...

Actually, I think it's 180 seconds.

I think it's to stop SEO spam.
Me on my forum wrote:
One type of commercial spam is SEO spam, which stands for Search Engine Optimization spam. They get their company's name on here (perhaps in a signature?). Then the search engine sees the company's name and puts the company higher up on the list when you search for it. (Sound confusing? I think so too )
Example:
Worker from CompanyCo sees forums
Worker joins and sets their signature to "CompanyCo"
Worker posts a lot
Google sees the posts with the signature
Google ranks CompanyCo higher.

SEO only recognizes links I think...
And I'm completely sure its 360 seconds.
