Try watching drawing tutorials, getting how-to-draw books, getting advice from others, etc. Also, be sure to motivate yourself! If you keep thinking that you can't draw, then you probably will do poorly. I remember I couldn't draw well either, but the more I practiced, the better i got/felt about my drawings... hopefully you'll feel the same with yours ^^

I try and draw in many, many different ways to see what works for me.

Draw the eyes a bit higher up, make them a bit smaller, and a smaller brush size.

Just look up a manga tutorial (same thing as anime, just has more tutorials). Use an outline. The body is based on head-sizes.
