TIP: DON'T use step by steps that teach a specific thing! Unless you can actually draw, step by steps reduce creativity and ability.

It's never about the materials at all.
I have a feeling that you're looking into a tutorial that might not be suited to your needs. I would suggest going to your local library and looking up a book on drawing aimed for beginners.

Well, it is possible to teach yourself to draw from tutorials (I taught myself how to draw realistic portraits that way), but if you don't have the right tutorials to start off, it becomes really difficult.
That's way I suggested looking for a book aimed for beginners. Books like that are designed for those who are not experienced in drawing. If you're still uncomfortable with using tutorial alone, you can try looking for videos of people, drawing in real time for help. At some point, when you're comfortable with drawing, you can move up to tutorials that are more targeted for those with higher and higher skill. The key is to build up skill gradually, not dive into something hard right away.

All you need is a pencil and some paper. Don't you dare use any books, first you have to develop your style. It starts from scratch. Practice drawing faces and bodies. Don't try to make them look like any style, just whatever you can crank out. Drawing isn't about being able to draw a person, it's about being able to express something through art.
That's my advice. I learned how to draw completely freestyle.
