When I try to open a GIF in scratch, it just gives me a single frame of the animation. Is there a way to convert a GIF into a series of frames to view/use in scratch?

If I'm not mistaken, you have to drag the image onto Scratch is you want all the frames of the GIF to be imported.

Aside from cheddargirl's method, you can also make a sprite with a random costume, go to its costumes, import your GIF from there, and delete the first costume.

Hey, good tip, If you want to put a background on your gif, once you've imported it, just go into the paint editor for each costume and use the fill tool with transparency.
