Anyway, he is a sort of a cyborg. Half of his arm is robotic. His right arm is just doing one of those two finger up poses (or whatever you call it). Anyway, Im only 13, so I was just wondering what people thought of it.

You know what? There should be a contest on Scratch where users get to upload drawings of a character they made up and a set of judges (the Scratch Team) will choose the three that look the best. Also, to make it all fair, it will be hand-drawn and on paper because not everyone knows how to draw good on the computer. Unless, of course, you have something like Wacom Bamboo Tablet.

Nice job. I like the the facial expression. The head area looks very good. I would suggest you work on arm and hand positioning. How I do that is by using a manikin, making large, gestural shapes. That means you're using your entire arm to make strokes. Here's a little tutorial on that, you don't have to use it but it can probably explain it better than I can. It's a technique used in figure drawing, which is really helpful to learn no matter what genre you're focused in, even manga.
If you want to get more feedback from people online, I'd suggest you post to Deviantart.com. It's an artist's website that's absolutely wonderful! I use it, this is my page. You can submit your stuff and put it in different groups that might focus on your interest.
Another thing I do to work on my style is trying to mimic an artist I really like. I do this with Humon, an epic cartoonist! Check out here page, humon.deviantart.com
Sorry to sound like a walking advertisement, but I think you'll really like deviantart and be able to get some great feedback! You have a nice style and continue that! Don't be afraid to branch out from manga and embrace whatever style comes. You can always learn more and improve upon what you have.
