I'm just here to explain that I feel that project ratings are pretty much pointless and are no help to anyone, in some cases.

First, I'd like to explain when a project gets a low rating (1-2 stars).
Well, of course, a low rating with constructive criticism is always helpful to the author of the project sometimes, but when this is not included, not only could this put the author off but it can prevent them from trying to improve the same project again.
Also, this would be the sort of thing that would make people quit. Take this for example;
'I am getting always getting low ratings in my projects, and I am sick of this. I'm going to quit.
Quite simply, one simple rating can really prevent project authors from feeling good about what they have created.

Next, I'd like to make this short 'n' simple. I'd like to talk about high ratings (3-5 stars).
High ratings can always be great and make you feel great. But the only thing that sort of concerns me is that when another person remixes a project without giving credit, and people give it a high rating, this can sometimes get on the nerves of people.
Though I am quite sure this'll happen rarely.

I am against it mostly because scratch is fort beginners and a person's first works of programming shouldn't be rated. No body makes good stuff when they start out and most people on this site are beginners.

I am against it because 1 new people will get smaller or no ratings, 2 it will keep lots of members unrecognized, which will cause more quitting, 3 people might give an untrue rating like 1 star although it is a very good project, and 4 scratch is about making projects and sharing your ideas with other members. those are my reasons

It appears you've 'bumped' (brought up) a post 3 years old, which also pretty much agreed with your opinion. Rating will not be implemented in Scratch.
A tip: before posting something, look at the last date that the topic was posted on. If it's older than a month, then it's probably not a good idea to post in it again.
