New Scratch
I was wonering if it would be possible to make a second website for scratch where more advance users could post projects that are kicked off the site if they dont get a high enough rating. It will therefore work similarly to newgrounds.

I don't think that a new website like that is likely to happen because it would discourage new users. However, someone who is good with php could make their own scratch file website with the features you want.
