The Scratch Team has a very strong policy that concerns all these topics (transparency, privacy, secrecy, etc) which I completely agree with. They have good reasons for not allowing private chats, and they're summed up in this short quote by Andrés:

There are other places on the web that do a better job at private communication
Besides, many are also concerned about Scratch turning into a chat room, and losing its original programming scope.
