It depends on who did the deletion.
If you were the original topic owner and you deleted your own topic or post, then it's gone for good. Moderators, however, don't permanently delete topics or posts (we usually place them somewhere else for further review), so those can be revived if necessary.

So I could make a topic that says "[moderater name here] SMELLS LIKE BROCCOLI!", then delete it and no one would ever know I said that?

I dunno about just mods, I'm wondering if the Scratch Team might be able to see self-deletions in general.
Hmm, maybe I should ask the Scratch Team if we should remove the function of allowing users to delete their own thread and posts, it seems like something that can be easily abused.

Currently, I believe that a deleted topic is gone for good. And there have been a few abuses in the past - but not a lot that I'm aware of. We don't allow New Scratchers to delete topics - so if it is abused, it would have to be by somebody that had spent some time with the community. Since it doesn't seem to be much of a problem, I don't see a strong motivation to add more restrictions to the forums.
