According to Wolfram Alpha, the answer is 288. If you got 2, I'm pretty sure you're doing you're math wrong.
Wolframalpha also said...
Input: 48÷2(9+3)=2
Result: False
So 48÷2(9+3) does not equal 2.

If you strictly follow the order of operations, the answer is 288. The problem is that it's deliberately written ambiguously to stir up debate. An easy way to solve this is to rewrite it a bit like this:
48 ÷ 2 * (9 + 3)
When written this way, it's much more clear. Because multiplication and division have the same priority, you just go left to right.
48 ÷ 2 * (9 + 3)
48 ÷ 2 * 12
24 *12
288
