This could happen for a couple of reasons.
1. You have a small screen
2. Scratch isn't working properly
Please tell us which of those is correct.

If you're absolutely sure that you have a big enough screen, try editing this Scratch source:
Navigate to Scratch-UI-Panes > ScratchPresenterMorph > initialization > initialize
At the end of the code, add a period (.) and then this line:
self beDoubleSize.
That should fix the problem if it's to do with the VM not sensing your window size properly. Otherwise, try re-installing Scratch.
