Have you downloaded Scratch yet? That's the first step. Once you've downloaded the correct version, open it up. Then you can start to create sprites, backgrounds, scripts, sounds and other stuff as well. When you want to post it online, go to the top of the Scratch window and click Share>Share This Project Online.
