Scratch curators are users that are chosen to pick projects to be featured on the front page by the Scratch Team for a term of two weeks. You can apply to be a Curator at this thread on the Announcements thread. There are a lot of Scratchers who want to be curators just to get fame... Good curator applications would give examples of projects that you would like to curate. Very few get chosen though... of the 3404 replies to this thread, only 55 curators have been chosen so far! You can also look at the Scratch Wiki page about curators here!

Well, there are many people that have posted over again guiding people and such, so there aren't 3404 appliers. But yes, it is pretty hard, but not that hard. You just need a good speech and you'll be set.

I guess so . But if every person who applied posted twice that's still 1720-ish replies. But, yes, as long as you have a good speach and good examples of projects that you would curate, you could become a curator. (just keep in mind it might take awhile for them to let you know- i applied at least 2+ months before i got notified! [on my lilacfuzz101 account])
