staticy sounds?

all the sounds that i have ever recorded have ended up crackley as you would hear on a bad cell phone connection.  Any ideas?

Maybe your microphone doesn't work properly?

i tested the microphone on a different software (audacity) and it was exceptionally clear.

In that case, it's just Scratch's [awful] sound handling. (Sorry, but it's true. Scratch really has trouble maintaining the quality of audio for some reason.) You'd be better off recording in Audacity, saving as a wav sound, and importing it into Scratch.

I've never recorded in Scratch, so no, but I have had Scratch mess up my audio.
