New function.
%. It minimizes the first number from the number's current percent in any type of brackets down to a percent that has a maximun of the second number in percent.
Example: 45(50) % 100 = 90%.
As said: Fourty five at percent fifty percented at 100 is 90 percent.

Actually, that isn't an equation.
That is an expression. An equation has to have two expressions on either side of an equals sign, expressing that they are equal to each other.
