I just tried out stencyl, and it's pretty cool.
It has:
-tiled levels. Something everyone misses on Scratch.
-exporting as flash.
It hasn't:
-Simple block deletion. You can't get rid of it by dragging it back in the block shelf.
-it is complicated. Not newbie-friendly.
I'm trying to make a pokemon game with it now

It is like advanced scratch, you can make flash games with it. It is quite complicated, but it uses the same block system.
