The block was either hacked or the block does not exist anymore because it was deleted from earlier versions of Scratch. Because it does not exist, the block won't do anything because Scratch doesn't know what it was supposed to do.

Actually, it has a use. If you are online, the script will stop. If you are offline, the script will continue. This can be used for online sensors and such.

I might make a version of Scratch that has a block that makes the Java Applet stop, but the project in Scratch continue. I might call it "if online then stop". I'll have some squeak code doing nothing, like:
ifOnlineThenStop | t1 t2 t3 | t1_t2
It just sets t1 to t2, which affects nothing.
EDIT: Also I'll keep the Share; as it doesn't affect Scratch.

Hmmm....
obsolete! is still an secret,i think that its an failed custom block,there's an other obsolete that works and that can stop scripts online,so you need to download it.
