Anyway, in answer to the original question, it means that the language Scratch is programmed in (Squeak) can't find the file.
Most likely, it's just a bad shortcut and you just have to select Scratch.image from the dialog box. Otherwise, you might have to go look for it.
(probably in (C:\Program Files\Scratch)
If all that doesn't work, try re-installing Scratch.
