They changed it because too many commerical spammers were just signing up and posting many comments and then waiting for the 15 days to post a sig with a commercial link, resulting in hundreds of commercial links on the forums going undetected for a while.
It's unlikely that a commercial spammer is going to gain the Scratcher status; hence now why sigs are now also connected to the graduation to Scratcher status to make it harder for them to spam. Blame the commercial spammers and the SEO guys who think it's okay to post backlinks here for commercial gain.

Ah - see Cheddargirl's explanation for why we made this change.
However, if you had a sig before, you should still be able to have one. Did you by any chance delete it recently? If a New Scratcher completely deleted their sig, then the system might think they never had one, and wouldn't allow them to make one anymore (until they gain Scratcher status).

there is banning, but that may seem harsh b/c theyre deperate and i almost feel 30% bad 4 them... ALMOST
