Yes, it still works - for now. And I must confess, I much prefer it to the new Comment Sticky since it stays with the blocks it was written for. But there is a danger in using obsolete blocks that they will STOP working with some future release of Scratch so I thought you should be aware of that.
On the other hand...maybe if enough people reject the new Comment Sticky and go back to the Comment Block, the Scratch Team will fix the problems with the Comment Sticky...by giving us a way to anchor it to a stack of blocks.
