If you quote a post that has a censored word, you can see this word when editing the original post. For example, try quoting this: *. (Don't try if you're easily offended be certain words. This one's not as bad, though...) If this bug hasn't been fixed already, you probably see/saw/are going to see the censored word.

Sometimes it happens, sometimes it doesn't for me. I don't know if it's my computer or something, but it still isn't right that it shows up at all.

Yeah... on other forums the system will edit your actual post - here the censor is just a display thingy.
Oh well - if it got changed, the mods wouldn't be editing people's posts (and therefore they wouldn't know if users swear or not).

Maybe there could be auto-report, which shows the original post and links to the auto-edited one.

I think it's completely fine and really not a glitch.
This happens because, for easiness, PunBB saves a copy of the original post to the database, and that's parsed on page view each time. The censoring happens at parse time.
I suppose you could edit the post.php file to censor the post even when quoting, but it's not a big deal as the words wouldn't come up if one didn't want to see them.

It can, really easily too.
I did something very similar on the Mod Share forums and it could be applied to this.
