The problem I always have with scratch is 3d graphics. By adding the Z axis scratch would take a whole new form. Other 3d game engines are usually expensive and hard to use. But scratch is different. I think 3d Graphics on scratch would be awesome! ^__^

I believe it would be difficult for newer Scratchers to use. Not to mention, if you want a 3d Scratch, you might as well use Alice instead.

For 3D, try StarLogo TNG by MIT. It's Scratch, but in 3D

The arguments presented in the link in ssss's post are valid. But probably the driving issue is that by adding 3D it would make Scratch more complex and thus less accessible to first-time programmers - which is mostly what Scratch was designed for.
However, Scratch is open source - so maybe somebody will make an offshoot of Scratch with built-in 3D
