rating system, (1 through 5)

on projects, people could vote what rating it is. and the more you vote, the more you vote will cause! like your vote has been cast, you recieved the power of .11 points. so when its 33.11 you just subtract that and there is the rating!

Reminds me of newgrounds.

On newgrounds its main function is to determine which flash is of low quality so it can be deleted. Since scratch generally accepts all kinds of projects from all sorts of skill levels I am not sure that this would be appropriate. Also, since a lot of kids use the site low ratings may discourage them and the program is mainly targeted towards kids who are new to programming.

Anything negative such as thumbs down or 1 star will most likely not be put into Scratch because of the new young programmers who will get discouraged and Scratch is supposed to have a positive environment.
