How to make tools on Terraria?

I have copper tools and TOO MUCH IRON, COPPER, AND SILVER!!!!!
I am bored. How does one get a villager to move in?

I am at a point in the game where there is nothing to do. Can you make boats?

I don't have Terraria, but I think you have to build houses with the correct objects and stuff in to attract NPCs.
