No, you killed it...
The rival battle befpre the one in Lavender Town was the last one with his raticate, and in Lavender Town he said "What are YOU doing here? YOUR pokemon didn't die!"
And his Raticate was missing ever since.
So Raticate is dead and YOU KILLED IT.

On the S.S. Anne, you heavily damaged his Raticate. He couldn't heal him, because there weren't many efficient healing methods. Raticate soon died. That why he was in the Pokémon Tower looking at a grave. It was his Raticate's grave. That's also why he asked if you were there to bury a Pokémon. Red is a murderer. And since you are Red...

The suicide rate did go up. That part is true.
Everything else though (the nosebleeds, the seizures, the screeches in the music, the little buzzes ETC) was fake.
