Absolutely, please help keep Scratch appropriate for all ages! Both approaches are good, but please do flag in either case, since if a project is flagged enough times in a short period of time the project or comment will be removed automatically (at least until it can be reviewed).
We do have a lot of great people helping to moderate and monitor everyday but Scratch really is a community and it takes everyone helping out to work!
